The Brevard City Council voted April 20 to adopt a green‑growth audit as an addendum to the city’s Brevard 2030 comprehensive land use plan.
Planning Director Paul Ray summarized the audit, which reviews the city’s unified development ordinance and recommends updates to align local development rules with green growth principles recommended by the North Carolina Wildlife Resources Commission. "If you adopt it tonight, it becomes an official addendum to the comprehensive plan and a reference for future UDO updates," Ray said.
Councilmembers welcomed the document’s thoroughness. Councilman Erin Baker called it "an incredibly impressive document" and said it will be a valuable planning tool, while urging care so new measures do not unintentionally increase development costs. "There are certain things in here which I know are going to have cascading effects on development costs down the road," Baker said.
Councilwoman Pamela Holder pointed out a missing managed‑areas reference (Silverstein) on page 393 and the clerk said the council would add the correction. The council approved the audit by voice vote after discussion.
What happens next: the green‑growth audit will be used by staff and the planning board as guidance for code updates and permit reviews; staff and the planning board will track potential cost impacts raised by council during implementation.
