Anoka County board approves multiple contracts, grants and appointments

The Anoka County Board of Commissioners on May 26 approved a series of committee recommendations covering software contracts, grant agreements, intergovernmental arrangements and personnel actions.
On a unanimous vote the board approved a five-year Hosted Software SaaS subscription agreement with Vertiq Software, LLC (SCON26-00000916) including a one-time five percent cost-of-living adjustment and accepted authority to accept FY25 Bureau of Justice Assistance COSSUP funds, if awarded, to support rapid toxicology for overdose investigations. The board approved a three-year contract with Lake Superior Capital Holdings, LLC for Medical Examiner cooler storage through Dec. 31, 2028, and a per-case appointment agreement with Stevens County to serve as the appointed medical examiner's office from July 1 through Dec. 31, 2026.
The board approved Human Services contracts including a not-to-exceed $50,000 agreement with Katallasso Group (Sept. 1, 2026—Aug. 31, 2027) for parenting coaching and a contract with Kartta Group, LLC for psychological evaluations and forensic consultations (June 1, 2026—April 30, 2027). Transportation and parks approvals included a Water Quality Cost Share Program grant with Coon Creek Watershed District to assess the county transportation facility, a joint powers agreement with the City of Blaine for MnDOT Project SP 0208-169 (TH 65 interchanges), and a $262,734 contract with McLafferty Contracting Group LLC for the Mississippi River Regional Trail re-route at Coon Rapids Dam Regional Park.
On public safety items, the board accepted a State of Minnesota Federal Boating Safety Supplemental Equipment Grant for $59,521 and adopted Resolution 2026-44 accepting a $2,388 donation from the Anoka County Crime Prevention Coalition to support the Sheriff's Office Explorer Post. The board also authorized a Memorandum of Understanding on the Edward Byrne Memorial JAG FY2025 local solicitation among Anoka County, Fridley and Coon Rapids. Commissioners approved an employment agreement appointing Cristin Ewanika as Deputy Director of Human Resources effective May 26, 2026, and reappointed and appointed multiple members to county advisory bodies.
All consent items, contracts and appointments were approved by voice or roll-call vote as recorded in the minutes and carried unanimously.
