Town staff seeks reallocations to finish Schofield barn, fund trail connectors and buy Coal Miner Park

Town staff presented a supplemental Trails & Natural Areas Fund request that reassigns money from a delayed flood-mitigation project to near-term trail and park work and asks council to consider additional small requests to finish designs and acquisitions.
Staff said they recommend reallocating $1,700,000 from the Coal Creek Reach 2 project to the Schofield project because Coal Creek Reach 2 is currently stalled by FEMA funding issues and adjacent landowner negotiations. The staff presentation listed several discrete requests: a roughly $220,000 request to fund design and a rough order of magnitude for the Compass-to-Coal Creek trail connector (including a $110,000 rollover), $423,000 to fund construction of the Allen Farm trail connection through Kenosha Farm open space, $20,000 for consulting and appraisal services, and $473,500 to complete a purchase-and-sale agreement for Coal Miner Park (including $6,000 to aid subdivision work).
“Reallocating 1,700,000 from the Coal Creek Reach 2 project to Schofield,” staff said, “...ensures that we have enough money to complete the barn rehabilitation and the rest of the site improvements.” Staff noted timelines and dependencies—Coal Creek Reach 2 remains uncertain and would take months to be ready for bid even if approved.
Board members asked clarifying questions about how the town’s pieces would tie into Boulder County work on nearby trails and whether parking would be provided at Allen Farms; staff said coordination with county transportation and park teams is ongoing and that some trailer parking is planned at Wise Homestead to tie into the system. Staff also said the supplemental requests, if all approved and spent, would leave an estimated 2026 year-end balance of about $3.2 million in the fund, subject to revenue assumptions.
Staff said the requests will be presented to town council for consideration and that timing for specific construction bids depends on consultant work and interagency coordination.
