Foley Planning Commission approves multiple site plans, a subdivision resubdivision and recommends zoning changes

The City of Foley Planning Commission met Feb. 18, 2026, in the Council Chambers at City Hall and approved a cluster of development items, including a one-year preliminary extension for Roberts Cove and conditional approvals for two medical office site plans in the Professional Park area.
Chairman Wes Abrams called the meeting to order at 4:12 p.m. Commissioner Larry Engel moved to approve the Jan. 21, 2026 work session and meeting minutes; Commissioner Tommy Gebhart seconded and all present voted aye.
City Planner Miriam Boone told the commission staff recommended conditional approval of a minor re-subdivision of Foley Professional Park, a roughly 9.14-acre parcel to be divided into three lots. Boone said the approval is contingent on a short street connection to the existing end of Professional Park Drive, submission of a site-specific landscape plan meeting a minimum of 10 trees per disturbed acre (preserved trees may offset this requirement), and a written maintenance agreement for the shared stormwater pond; the applicant, Lieb Engineering Company, indicated a maintenance agreement is being drafted. Commissioner Tommy Gebhart moved to approve the re-subdivision with staff conditions; Commissioner Bill Swanson seconded and the motion passed unanimously.
Boone also advised that the site plan for Foley Urology Associates, located south of E. Peachtree Ave. and east of N. McKenzie St., should be approved conditionally: landscaping along the Professional Park Drive right of way must account for existing underground utilities, a landscape plan must accompany the initial Land Development Permit, ownership or commercial covenants must be established for the shared stormwater facility, and fire-flow and sprinkler requirements must meet referenced approval methods (noted in the minutes as “507.3 & Appendix B”). Commissioner Ralph Hellmich moved to approve the Foley Urology site plan with staff conditions; Commissioner Tommy Gebhart seconded and the motion passed with all voting aye.
For Foley Cardiology, staff recommended resizing a landscape island immediately southwest of the proposed dumpster pad to allow sanitation trucks to complete turning movements. The commission approved the site plan with the same shared-stormwater and landscape protections; Commissioner Larry Engel moved to approve with staff conditions, seconded by Commissioner Gebhart, and the motion passed unanimously.
The commission approved a Circle K site plan for the southeast corner of the Foley Beach Express and Progress Way. MDM Services, Inc. is the applicant; Commissioner Gebhart moved to approve and Commissioner Hellmich seconded; all present voted aye.
The Live Oak Village PUD modification, filed by S. E. Civil Engineering and Surveying, was withdrawn by the applicant and removed from the agenda, Chairman Wes Abrams announced.
A public hearing on proposed zoning ordinance amendments drew no public comment. Commissioner Larry Engel moved to recommend the amendments to the Mayor and Council; Commissioner Deborah Mixon seconded and the motion carried unanimously.

The meeting ran approximately six minutes (4:12–4:18 p.m.) and adjourned at 4:18 p.m. Several approvals were conditional on staff-required landscape plans, stormwater ownership/maintenance agreements, and potential fire-protection measures; the commission forwarded the zoning amendments recommendation to the Mayor and Council for further consideration.
