Etowah County Commission approves transit grant match, opioid-fund purchases and community services agreement

The Etowah County Commission on May 19 approved a series of routine but consequential administrative measures, including a local match for rural transit funding, certifications for federal transit assistance, and uses of opioid-settlement funds for emergency services supplies.
The commission voted to authorize a $23,055 local match for the FY 2027 ALDOT Section 5311 Rural Area Public Transportation grant and directed the Commission President to execute related documents. The motion was made by Commissioner Mike Powell and seconded by Commissioner Johnny Grant; all five commissioners present voted yes. Commissioners present were Mike Powell, Johnny Grant, Jamie Grant, Jeffery Washington and Craig Inzer; District 4 Commissioner Tim Ramsey was absent.
The body also approved the Federal Fiscal Year 2026 Certifications and Assurances required for FTA assistance programs, a procedural requirement for receiving federal transit funds. Commissioner Jamie Grant moved the approval, Commissioner Johnny Grant seconded, and the measure passed with the same five-member unanimous vote.
Separately, the commission approved the use of $57,040 in Opioid Funds to purchase supplies for the Sheriff’s Office Emergency Services Unit. Commissioner Craig Inzer moved the measure and Commissioner Jamie Grant seconded; the motion carried with all present voting yes.
The commission additionally approved an agreement with the James M. Barrie Center to provide coordinated, trauma-informed services and education, to be funded from various commissioners’ discretionary accounts. That agreement was adopted after a motion by Commissioner Inzer and a second from Commissioner Powell.
Other consent items adopted by single motion included the hiring of Alexis Paige Sauls as a dispatcher (effective May 26, 2026, at $14.98/hour, with cost reimbursement from the City of Gadsden per City Resolution R-589-25), declaration of listed county equipment as surplus, and budget amendments for the Detention Center and the Judicial Building as recorded in the minutes.
The commission conducted each vote as recorded in the meeting minutes; there were no recorded votes against any passed measure. The meeting adjourned at 9:41 a.m.
