The Halifax Finance Committee completed its annual reorganization June 1, re‑electing Jim Walters as chair, electing Frank Johnston as vice chair and confirming Mike Bennett as clerk.
During the roll‑call votes the committee recorded affirmative votes for the leadership slate; one member recorded an abstention during the chair vote, and the slate passed with the necessary majority.
Committee members also discussed the town's vendor transitions. Town staff said the payroll vendor (referenced in the meeting as "Harper's") will be onboarded July 1 and that the full accounting system rollout will be paused until payroll and other timing issues are resolved. "We are sticking with soft. We are not doing the accounting system as of July 1 because of Harper's the payroll," Lindsay, town finance staff, said when describing the immediate plan.
Town Administrator Steve Silvo told the committee staff capacity — including the fact that the administrative assistant position was reduced and that Jackie (the former assistant) will not return — shapes the timeline for a full replacement of the accounting system and for planning FY27.
Members also discussed imminent personnel changes in other departments: the principal assessor (Deb) will retire June 25 and the assessor's office seeks a hire competitive with neighboring towns (staff cited about $85,000 as a market rate). The committee said three candidates have applied and interviews will proceed quickly; the selectboard must approve any change to step placement in the wage and personnel schedule. Police staffing changes and promotions related to an upcoming sergeant retirement were discussed as well, with department leadership explaining how promotions and academy scheduling will affect school‑resource coverage.
Members closed the meeting by agreeing to schedule a capital‑planning session and adding a conversation with a Halifax Housing Authority representative to the June 15 agenda.
