Halifax finance committee presses schools after last‑minute budget number changes

The Halifax Finance Committee on June 1 pressed local school officials for explanations after multiple, late changes to school budget figures left residents and committee members confused.
Resident Mary Graanise, who wrote to the committee after town meeting, asked why school officials were not asked to clarify numbers at the meeting itself. "Why didn't someone ask the school to clarify at the town meeting so at least something could become clear?" Graanise said during public comment.
Committee members described discovering discrepancies in the days before town meeting — which one member summarized as a roughly $600,000 gap driven by a $200,000 variance in Silver Lake regional numbers and a more than $400,000 differential in Halifax Elementary figures. Members said they repeatedly requested numbers from school staff but received updated figures late, including changes the evening before town meeting.
Town Administrator Steve Silvo told the committee a technical issue limits access to historical digital budget data: "When you create a brand‑new ledger list of accounts, you have to create a crosswalk back to all the data in order to be able to access it. That crosswalk was not created by staff at the school. Therefore, we don't have any access backwards beyond FY2026," he said, adding printed copies may exist but digital retrieval is unreliable.
The finance committee said it will press for earlier engagement with the schools next budget cycle. Members proposed scheduling reviews as early as October and holding public meetings where the schools present and explain their figures before town meeting. Committee members also agreed to invite Dr. Jill and Silver Lake School Committee Chair Gordon Andrews to a future FINCOM meeting to explain past discrepancies and describe what will change going forward.
Committee members emphasized they will press for clearer processes and earlier, routine budget briefings so residents and board members have time to vet figures before votes. The committee set its next meeting for June 15 and said it will add invitations to school leadership to that or a subsequent agenda.
The committee did not take formal action on the school budgets during the June 1 meeting; it said follow‑up meetings and publicly scheduled presentations are expected.
