City presents multi-department update on homelessness response; staff outline enforcement, outreach and code changes

JOPLIN, Mo. — City departments reported to the Joplin City Council on Feb. 10 that coordinated enforcement, outreach and program launches are under way to address homelessness, and staff outlined possible next steps including shelter consolidation discussions, expanded outreach and proposed code changes.

City Manager Peter Edwards said the conversation should focus on addressing the issue rather than individuals and asked the council whether staff should pursue conversations with shelters about consolidation or relocation to reduce community impacts. "If you want us to pursue that, we can start those conversations," Edwards said.

Assistant Chief Lewis and police staff described enforcement and outreach work tied to a September 2023 ordinance that clarified medians and arterial roadways; Lewis reported roughly 6,300 pedestrian checks since the ordinance and about 135 pedestrian-safety violations cited since the law took effect. He also said the community's co-responder unit (CRU) is scaling up with case-management tools and additional staff and a vehicle on order.
