At the public-comment portion of the March 17 meeting, Joplin resident Kay Jones described a multi-year dispute with neighborhood services over a crete-rock parking area she installed beside an existing driveway. Jones said she received a code-violation notice in March 2023, was told on the phone fines could be up to $200 per day, and struggled to find contractors on the city-approved list to complete required work.
"I was threatened with up to $200 a day fines if I continued to park in this parking spot," Jones said, explaining that the cost to fully comply was several thousand dollars and that inconsistent enforcement had left neighbors parking in yards without penalty. She asked the council for clarity and fairness in enforcement.
Councilors and staff responded with procedural context: an assistant city manager (Troy) said staff had submitted an environmental review application for a downtown property elsewhere and provided technical answers to related questions; neighborhood services staff and councilmembers explained that the department operates as a complaint-driven program and that prosecution to fines or court is rare. Staff noted a new local grant program (JHARP) funded with ARPA and state funds can assist homeowners with repairs and improvements and that some enforcement actions historically do not reach the fine stage.
Council members encouraged use of the city's online reporting tool for code concerns and asked staff to continue outreach and to clarify guidance for homeowners. Jones said she appreciated learning about available assistance but had hoped the information had been provided earlier.
