Joplin council advances street vacate, rezoning, property sales and several contracts

The Joplin City Council on May 5 approved a package of ordinances and contracts and cleared several property sales, voting 6 in favor with three members absent.
Council placed council bill 2025-269 — a request to vacate a narrow 13-foot by 311-foot portion of Rolla Street north of property at 2100 East Frolis Street (Royal Heights Elementary) — on first reading and passed it. City planning staff said the vacate would address student-safety concerns and allow construction of a new loading dock; the planning commission recommended approval 6-0. "We are looking to have this vacated to take care of the safety of our students as well as the logistics of the site," said Dave Pettit, director of facilities for Joplin Schools.
The council also approved council bill 2025-268, rezoning 410 West 26th Street from R-1 (single-family) to C-1 (neighborhood commercial). Staff noted the property fronts a designated collector street and that the future land-use map already recommends commercial use at that site; the planning commission recommended approval 6-0. Applicant Darren Collins spoke in favor and said the lot has been used for overflow parking with no immediate development plans.
On the consent and emergency items, the council approved three surplus-property sales on an emergency basis: 1215 Hill Street to Terry Wright for $2,100; 129 North Maple Street to Lauren White for $3,906; and 831 South Ozark Street to Lauren White for $3,780. Council also voted to strike council bill 2025-353 (a demolition contract for 126 South Pearl Avenue) from the agenda while staff investigates potential insurance coverage for the property owner.
Several procurement and personnel measures were advanced on first reading. The council approved a $750,000 purchase order under a larger toolbox contract with Ace Pipe Cleaning Inc. to support wastewater-collection-system rehabilitation; staff said the city budgets $1.5 million annually for such work and expects to use $750,000 for this purchase order. The council adopted an updated salary-administration plan (council bill 2025-516) that implements two new WIC positions required by the state — "competent professional authority, WIC" and "health professional assistant, WIC" — effective June 1 and expected to be 100% grant-funded. The council also approved renewal of a co-managed cybersecurity contract with Raven Eye LLC after a competitive solicitation; staff reported Raven Eye matched prior pricing and scored highest among acceptable bidders.
