Putnam County committee pre-files budget amendments to cover road repairs, snow costs and facility fixes

The Putnam County Physical Services Committee on May 19 pre-filed a package of budget amendments to address recent infrastructure and maintenance needs, including road repairs tied to an accident, replenishing snow-and-ice accounts after an active winter, cleanup at a fire-damaged maintenance facility, and replacement of failing jail HVAC condensers.
Commissioner of the Department of Public Works Thomas Feighery thanked Risk Manager Mat Bruno for pursuing insurance recoveries tied to the accident and said the county's road-condition rating is now 84 percent, up from 60 percent in recent years. Legislator Regan clarified that the insurance recovery discussed was from the truck driver's insurance; he said that carrier is covering $50,000 of an estimated $117,000 in repair costs. Feighery confirmed that characterization.
Commissioner Carlin asked the committee to approve Budgetary Amendment 26A035 to replenish overtime and road-salt accounts after a heavy winter. Carlin noted road salt is treated as an emergency purchase and that the line can be overspent and replenished afterward; the committee pre-filed the necessary resolution by unanimous voice vote.
Carlin also said $50,000 in insurance proceeds will begin cleanup at the golf-course maintenance facility damaged by fire. Commissioner of General Services John Tully said the cause of the fire is currently recorded as inconclusive and staff are still clarifying ownership of items found in the structure; Risk Manager Mat Bruno and NYMIR are involved in the recovery process.
For the county jail, Feighery said replacing internal condensers is a cost-effective fix that should avoid the far larger expense of relocating compressors and should add roughly 20 or more years to the system. The committee pre-filed the amendment to fund the HVAC work unanimously.
Several related capital account replenishments also were pre-filed, including an amendment to 22CP01 to replenish flooring-repair funds and to 23CP17 for furniture and furnishings; a fund transfer (26T124) was pre-filed to effect the changes. All the listed budgetary actions were accepted for pre-filing without opposition.
The committee did not set final contract awards or exact dollar amounts for all items on the floor; commissioners said final cost estimates (for example, signage for the renamed substation and final cleanup costs) will be provided as they become available.
