Board amends home-based business rules, updates zoning map and approves TAP grant funding for RRVT Phase 4

The Dallas County Board of Supervisors on June 2 approved zoning-related ordinance actions and a state federal-aid funding agreement for a regional trail project.
Planning & Development Director David Hockett presented proposed amendments to Chapter 45 of the county zoning ordinance to update rules for home-based businesses and align the code with state law. Hockett said the changes are intended to remove barriers to lawful home-based businesses while adding screening requirements for exterior operations that could increase traffic or parking. Supervisor Kim Chapman asked that the language require 'screening' rather than mandating a fence so landscaping and other solutions can be used; Hockett agreed to amend the draft. The board closed the public hearing and approved the first reading of Ordinance 2026-0015 as amended.
The board also approved the second reading of Ordinance 2026-0010 to update the official Dallas County zoning map and waived the third reading.
Separately, Conservation Director Curt Cable presented an Iowa DOT federal-aid agreement for Transportation Alternatives Program project Tap-U-C2025(139)-8I-25 to fund RRVT Phase 4 (a regional trail project). The board authorized the chair to sign the federal-aid agreement.
All motions on these items passed unanimously.
