The Burke County Board of Elections on May 12 approved a resolution to relocate the Icard 3 precinct to the East Burke Senior Center/Library at 101 Old State Highway in Hildebran, effective for the Nov. 3, 2026, general election, Director Kenny Rhyne told the board.
The move was presented as a formal resolution during the board's regular meeting. Director Rhyne said the resolution will be published in the newspaper to notify voters. In his presentation, Rhyne said that "all five members of the Board signed a Resolution;" the meeting attendance record in the minutes lists four members as present and one member absent, an inconsistency noted in the official minutes.
Why it matters: relocating a precinct changes where residents in that voting district will cast ballots and requires public notice ahead of the election. The board gave the relocation formal notice at its May meeting and directed that the resolution be published to inform affected voters.
The board opened the meeting to public comment before the business agenda. Barbara Myers said she was glad to be back and hoped the board could "make the election good for everyone." Dorothy (Dot) Williams said there is "so much confusion out there" and urged the board to get the right information to the public so "people will vote without political influences."
Other business: the board approved routine procedural items by unanimous votes. Donna Wojcik moved to approve the meeting agenda (vote 4-0). Linda Walker moved to approve the April 14, 2026 meeting minutes (vote 4-0). At the end of the meeting, Rhonda Dautrich moved to adjourn, and the board adjourned at 10:42 a.m. by a unanimous vote.
Announcements and staff updates: Director Rhyne described a productive meeting with local representatives during Legislative Day, deferred a budget update for a future meeting, and reported that staff members Dustin Wise and Trent Price have become certified election administrators.
A board comment: Linda Walker expressed disappointment with the State turning over data to the federal government related to the SAVE Program; the board did not take action on that subject at this meeting.

Next steps: the board will publish the resolution in the local paper to notify voters about the precinct move; Director Rhyne said he will follow up on the deferred budget update at a later date.
