Speedway council approves design and permitting work for Dryrun ditch stabilization funded by new stormwater fee

The Town of Speedway approved on June 6 a professional-services agreement with Wesler Engineering to design and permit a targeted stabilization project on the Dryrun ditch, funded by the town's newly implemented stormwater fee.
Town Manager Grant Kleinhens described the scope as a three-phase task order: a $53,600 design phase, a $9,000 permit phase (state and U.S. Army Corps requirements), and a construction-administration phase if the council later approves construction—totaling an estimated professional-services fee of $73,200. "This is our first large-scale stormwater capital improvement from that new fee," Kleinhens said, noting the project site is a short stretch on the southernmost end of the ditch adjacent to the IMS parking lot and American Legion property.
Kleinhens estimated construction costs in the range of $300,000 to $400,000 depending on scope and said the design and permitting effort could take six to nine months, possibly up to a year. He told the council the town expects to pay from the stormwater fee fund on a pay-as-you-go basis but retains authority under the fee ordinance to issue debt if necessary.
Councilors asked about prioritization of other bank sections along the creek; staff said this reach showed the most rapid degradation and presented the most immediate public-safety risk. Kleinhens recommended approval and the council voted in favor.
Next steps: Wesler will proceed with design and permitting; staff plan to include preliminary construction estimates in the next budget cycle and pursue bids or quotes in spring 2027.
