Keizer parks board recommends city council form joint task force to reopen master plan

Chair (speaking for the board) proposed a joint parks task force composed of city officials, council representation and board members to lead a one-year program of public engagement and a revived survey instrument to capture neighborhood priorities. "I would like to recommend a joint parks task force that might include the city manager, Adam Brown, our mayor, Cathy Clark, 1 additional city councilor, myself as the chair, Lisa Sejica and parks board member Tanya Hamilton," the chair said while outlining the proposal and the membership the board intends to recommend to council.
Board members and residents testified that reopening the plan should be neighborhood-focused and practical. The chair emphasized the board’s intent to balance new amenities with ongoing operations and maintenance costs, noting that the parks fee was designed to support both maintenance and new projects. "We have to be practical and thoughtful about anything that we add to a potential future master plan," the chair said.
The motion to suspend the rules and add the recommendation to the agenda was moved and seconded; after brief discussion the board voted and the chair announced, "Motion passes unanimously with 2 absent." The motion asks council to review other parks in the system before approving amendments to the current plan and to consider a formal task-force charter and membership.
Next steps: the board will forward its recommendation and the draft task-force membership to the city council; the council will decide whether to establish the task force and define its charter and membership.
