Council approves multiple funding items, appointments and a procurement threshold change

Greenville City Council approved several routine but consequential administrative items during the meeting.

An ordinance to appropriate approximately $2.73 million in the capital projects fund for public-space upgrades and safety improvements from the FY23–24 South Carolina state budget was moved, seconded and approved on roll call. The transcript read the amount as "$2,73,713" during the meeting; staff indicated this appropriation derives from state budget allocations for capital projects.

On new business, the council designated $2,427,530 from the state accommodations tax fund to provide financial assistance for events and projects, following recommendations from the accommodations tax advisory committee and staff. Patricia, presenting the committee's work, said the city received over $5 million in requests and used a new rubric — in partnership with Visit Greenville — to estimate tourism impacts and prioritize awards. The committee also offered pre-application workshops this year, Patricia said.

Council also approved a resolution to amend city procurement procedures that raises the single-quote purchase limit from $2,500 to $5,000; Rod, the purchasing-division manager, said the change aims to create efficiencies for user departments and give local businesses greater opportunity to compete on small purchases.

Separately, Council Member Belgi nominated Mario Brown to a full term on the Greenville Housing Authority ending Oct. 31, 2030; council approved the appointment by voice vote.
