Galena Park ISD bond projects delayed by rain but recovery plans underway, facilities director says

Ed Martir, director of facilities planning and construction, updated trustees on the district’s 2024 bond program and said weather has caused the primary delay affecting multiple projects.
Martir showed exterior and interior progress photos for Galena Park High School phase 3A and said crews have repeatedly attempted to pour a sidewalk and drive but rain has interfered; he estimated the project is about three weeks behind and noted the sidewalk is required to obtain a certificate of occupancy for the field house. For phase 3B he described subgrade work: crews must remove native soil and replace it with select fill in lifts, compacting each lift, and said roughly 5 feet of soil would be removed at the project area. He also reported progress on phase 3D (batting cage, locker rooms) and that Cimarron Elementary has steel erected with bond-beam forming and slab work pending weather. Martir said at the North Shore multi-use facility crews are pumping water after rains and that schedule recovery plans are in place.
During public comment, parent Fernando Limas said he and other parents have worked with athletics, facilities planning and construction, and administration on a plan to upgrade bleachers, dugouts and the fan experience at the North Shore Athletics Complex. He told the board the group is aware the district approved a maintenance bond last August and said the district’s long-range planning committee supports the parents’ plan.
Trustees asked questions about delays and schedule impacts; Martir said that with good weather the contractors can catch up and that crews have recovery plans in place. The presentation included several on-site photos and progress notes.
Trustees did not take immediate action to change project scopes or funding at this meeting; decisions about any scope changes or reallocation would follow the district’s procurement and board-approval processes.
The district’s posted construction reports and future board packets should include updated timelines and any contract-change requests if they arise.
