Canton board places 2026–27 budget on June 11 agenda, approves amendments, awards demolition and contract task orders

The Town of Canton board reviewed the proposed 2026–27 budget and took several administrative actions at a May 28 special meeting, placing the budget on the June 11 agenda for formal approval.
Assistant Manager and Finance Officer Walker summarized the budget and said there would be no rate increases this year for water, sewer, trash, or taxes; the board noted a proposed 3% cost-of-living adjustment for employees. Following the presentation, the board exited the public hearing and scheduled the formal budget vote for June 11.
The board approved a budget amendment related to warehouse operations and voted to approve a revision to an interconnect MOU setting the water revision rate at $4.22 per 1,000 gallons.
Manager Stinnett presented demolition bid awards for two vacant municipal buildings: the old Town Hall at 58 Park Street and the old Fire Department at 21 Adams Street. The low bidder, Jeremy Jorstad of Lancaster and Southeast, was awarded the demolition contracts at $138,900 for Town Hall and $61,300 for the Fire Department. The board gave consensus for Manager Stinnett to execute the contracts once approved by the town attorney; abatement work is set to start in approximately two weeks, and historical items will be removed prior to demolition.
The board also authorized construction contracts for a new Town Hall and Police Department with Ryse Construction pending final attorney review and county inspections; Manager Stinnett said inspections should clear and construction could begin by July 1, 2026, once contracts are signed.
On wastewater matters, Attorney Goss informed the board that the town received a third extension from Two Banks Development with the same terms and a monthly cost of $140,000. The board approved a Bolton & Menk task order not to exceed $50,000 to continue the O/A role for wastewater after the original budget was expended.
During public comment, Frank McGaha introduced his new business, Armogan Consulting & Training at 529 Main Street, offered free training space and CPR classes and offered to provide free training for Canton law enforcement; Chief Sluder thanked him for the offer. The board adjourned at 8:21 p.m.; it entered closed session earlier in the evening and returned to open session before adjourning.
