Orem council adopts municipal officers’ compensation adjustments as part of tentative budget

The Orem City Council adopted an ordinance on June 9 approving compensation adjustments for the city’s municipal officers as part of the FY26–27 tentative interim budget.
City staff noted the action fulfills a Utah Code transparency requirement to list proposed compensation for municipal officers; Brandon Nelson said the listed officers are budgeted at a 3% merit increase and that market adjustments were shown as zero in the packet. "All are at 3% for their merit increase," Nelson said in the presentation.
Following a public hearing with no speakers, council members moved, seconded and voted to adopt the compensation adjustments. The compensation resolved in the ordinance will be incorporated into the interim budget adopted for FY26–27 and reviewed again at final budget adoption after the Truth-in-Taxation meeting in August.
The ordinance does not affect employees not listed as municipal officers or the broader step programs that apply to other positions; staff clarified those programs continue to be managed as part of the regular budget and staffing process.
