Orem council to pick up URS Tier 2 contribution increase for public safety employees

The Orem City Council on June 9 approved a resolution for the city to pick up the forthcoming increase in employee retirement contributions for URS Tier 2 public safety and firefighter hybrid employees.
Jennica Jones, presenting the resolution as staff, told the council that "Effective 07/01/2026, the employee retirement contribution rate for both categories of employees will be increasing from 4.73% to 5.98%." She said most Utah cities absorb the full amount and that continuing the practice would help Orem "show support for our public safety and fire employees, and to attract and retain these employees." Council members briefly discussed the item and expressed support during the meeting’s business portion. One council member said the pickup helps "attract the best of the best," and the motion to adopt the resolution was seconded and approved by voice vote.
The resolution does not change employee pay but covers the additional retirement contribution amount on behalf of affected employees beginning July 1, 2026. City staff indicated the move is consistent with prevailing practice among Utah municipalities and is intended to keep Orem competitive for public-safety hiring.
The council carried the motion by voice vote; staff will implement the contribution pickup as part of payroll and benefits processing ahead of the July 1 effective date.
