Ashwaubenon board adopts $44.35 million 2025–26 budget, certifies $19.16 million levy

The Ashwaubenon School Board on Oct. 22 approved the district’s 2025–26 budget and certified a total levy of $19,163,300.
Keith Lucius, who presented the final budget, told the board he had realigned revenue and expenditures since the July annual meeting and added partial funding for building projects—an increase of $403,643 toward an $800,000 need. Lucius said both resident and open‑enrollment student numbers are down from last year, with declines concentrated in lower grades, and that private school vouchers and open‑enrollment out have increased faster than last year.
Lucius also said the district is projecting an increase in per‑pupil payments for open‑enrollment students and that state aid for Fund 27 might rise substantially; he noted a prediction of a 40% increase in Fund 27 state aid but described that as not final. Lucius recommended approval of Fund 10 revenue and expenditures of $44,351,653 and Fund 27 revenue and expenditures of $7,362,334.
Trustee Garrigan moved to approve the budget; Trustee Anderson seconded. The motion carried (Aye 4, Nay 0).
On the levy, Lucius presented a proposed total of $19,163,300 and said the district is levying $981,726 less than its maximum levy authority as part of a community commitment tied to the State budget. He recommended allocations of $17,815,025 to Fund 10, $578,275 to Fund 39 and $770,000 to Fund 80/81, with an estimated mill rate of $6.68. The board approved the levy as presented (Aye 4, Nay 0).
The board’s approval closes the district’s formal budget process for the fiscal year; staff will proceed with implementation and the levy will be certified to the appropriate county authorities. The meeting adjourned at 8:15 p.m.
