Council approves first-reading rezoning actions for two Compass West properties

The Joplin City Council advanced two zoning requests from Compass West LLC on first reading, moves the applicants said will allow modest increases in housing density in established neighborhoods.
Sam Hickey, owner of Compass West LLC, said his company intends to build units compatible with the existing neighborhood pattern and asked for rezonings that would permit duplex-style infill development. For 912 South Sargent (Council Bill 2025-274) staff recommended rezoning to R-3 to match surrounding lot sizes and to allow two-unit structures that appear as single-family homes. The Planning and Zoning Commission had recommended amendment to R-2. Council members discussed density, form-based code compatibility and the practical result that an R-2 zoning on a 6,000-square-foot lot would not permit a duplex. After clarification, Councilmember Lawson moved to place Council Bill 2025-274 on first reading and pass; the motion carried 8–0 with one absence.
On a separate application for 1001 South McKinley (Council Bill 2025-275), Hickey confirmed his plan for a single duplex on that lot; council placed the bill on first reading and passed it (motion carries 8 in favor, 1 absent).
The council recorded the votes for both bills on first reading; subsequent readings or implementation steps will appear on a future agenda as the zoning change is finalized.
