The Joplin City Council on June 16 approved an amended ordinance to allow regulated hunting of white-tailed deer inside city limits under specific restrictions after a contentious exchange among members.
Staff and the mayor shared a late communication from the Missouri Department of Conservation offering technical assistance for urban deer-management ordinances. Council members debated several points, including the lowered minimum hunter age in the amended language and the scope of property eligibility (acreage thresholds and requirements for landowner permission and adjacent-owner notification when retrieving harvests).
Council member Detar raised concern about permitting hunting access to 16-year-olds in urban settings; other members noted that additional language requires an 18-year-old to accompany hunters younger than 18 in some circumstances and that permit issuance would be controlled. Council member Shaw said he opposed the ordinance, preferring alternative management tools, while others said the ordinance can be revised later if needed.
The motion to pass the amended ordinance on second and third reading carried 6 in favor and 3 opposed. Staff and the Missouri Department of Conservation have offered to assist with technical guidance as the city implements and monitors the program.
