Parks director outlines Fricker Center renovation, Roger Scott pool restrooms and other project updates

Director Tanya Bird told the Parks and Recreation Board that the department has a busy seasonal schedule and several facilities projects underway.
Bird said staff will continue after-school and senior programming at Fricker Center through the end of May while abatement and construction begin inside the building; "We will cease operations until the project is complete in spring of 2027," she said. Staff expect demolition and abatement to begin within weeks and plan to restart full operations when the project finishes in spring 2027.
On Roger Scott pool, Bird said the city ordered a prefabricated restroom building that meets Florida Department of Health requirements and that the building is expected by the end of July; Bird said the project is running about $400,000 under that portion of the original budget. She also reported that water-slide work was completed within an $841,000 budget.
For Bay Bluff Park, Bird told the board staff resubmitted commencement documentation to the Florida Department of Environmental Protection after simplifying the budget cost-analysis to match the grant agreement and providing an opinion of title from the city attorney; staff are awaiting DEP's response and will contact the engineer of record to begin design work once approved.
The board also discussed the Granada Subdivision playground, where members said an estimated $75,000 appears insufficient to complete the playground; members proposed combining discussion of Granada with Tippin Park in future workshops to prepare realistic budget requests for council. Director Bird said Cobb Center renovations are nearly finished (new exterior gym doors installed; awning and sidewalk repair remain).
