Joplin council approves sale of surplus lot to Legacy Built, advances transit safety plan and approves Justice Center sidewalk contract

The Joplin City Council approved three items affecting city property, transportation safety planning and a construction contract during its regular meeting.
On an emergency ordinance, the council approved the sale of a surplus parcel at 911 Pennsylvania Avenue to Legacy Built Properties LLC. City staff said the parcel (about 6,160 square feet, zoned R-3) received one sealed bid and recommended approval. A council member disclosed a conflict of interest and abstained; the ordinance passed with seven votes in favor, one abstention and one member absent. Council staff said the sale will be completed on or before Oct. 7.
Councilmember Bard disclosed a financial connection to the buyer and abstained. "My wife and I are managers of Legacy Built Properties," the council member stated on the record and abstained from the vote.
The council also advanced Council Bill 2025-129, the transit division’s 2025 Public Transportation Agency Safety Plan and its new safety targets, from first reading to second and third readings. A transit division presenter told the council federal reporting metrics expanded from four to 15 areas; staff said the agency’s incident rates remain low relative to miles traveled. The motion to advance passed 8–0 with one absence.
Finally, the council advanced a construction agreement with Goins Enterprises for the Justice Center Sidewalks 2025 project in the amount of $152,517. Staff said the project is funded through ARPA and capital-improvement funds, procurement followed city policy, a performance bond and inspector oversight will be required, and a typical 10% retention will be held. Council voted to advance that bill on first reading; the recorded tally was six in favor, two opposed and one absent.
What comes next: staff will complete the emergency sale paperwork for 911 Pennsylvania and execute the sidewalk contract after required administrative steps. The transit safety plan will return for subsequent readings per the council’s schedule.
