Victoria (staff) explained the supplemental budget resolution 2026-16, which consolidates unencumbered carry-forward allocations identified by the redevelopment boards. She said a roughly $1.3 million allocation originally tied to Spring Street improvements did not go forward and that the UrbanCore Redevelopment Board recommended reallocating about $800,000 toward the Bay Center/Alconies area and the remainder toward Alconies streetscape improvements; staff also noted a prior reallocation of $95,000 taken last month. Board member Patton asked about a $400,000 allocation for Bruce Beach phase 3 planning and was told that amount was included in the starting budget rather than the unencumbered carry-forward and remains available for planning and design work.
On the Bayfront Trail Improvement Project (item 206505), staff requested a $15,000 reallocation from waterfront development to fund supplemental landscape design engagement, in addition to $10,000 allocated for amenity design. Staff said the engagement would include one public meeting and a touchpoint with the Urban Core board. John McDonald and landscape architect Harry Belton (Atkins) discussed concept goals: shade canopy, median landscaping, and thoughtful plant palettes with attention to sightlines and storm/salt tolerance. Board members urged a public meeting and stressed use of native and salt-tolerant species where appropriate.
The board voted 5-0 to adopt the supplemental budget resolution and to approve the Bayfront Trail supplemental landscape engagement funding.
