Public Works and Engineering staff explained the CEI award is the continuation of a previously awarded construction contract and is required by FDOT for project oversight. Council members debated trade-offs between funding availability and local priorities: several members emphasized safety and walkability for children traveling to Global Learning Academy and Legion Field, while others urged more public engagement and careful design to avoid unintended consequences for nearby residents.
The council voted to approve the CEI award (the motion carried 6–1). Staff will complete contracting and oversee implementation per FDOT requirements.
