Staff said carryforward funds can either be placed toward debt service or redevelopment projects and recommended allocations across urban core, West Side and East Side priorities that align with the CRA’s updated redevelopment plan. They noted the urgent administrative step was bringing the unencumbered funds into the current fiscal year; any specific project scopes would still be vetted by advisory boards and returned for approval on a project‑by‑project basis.
Members voiced differing priorities. Several board members and a public commenter asked that some funding be reallocated to immediate housing repair/stabilization programs or to install mid‑block lighting on Gregory Street where new homes lack streetlights. One speaker urged shifting money earmarked for the East Side Ice House incubator into direct housing repairs; staff replied that the East Side board had identified the Ice House as its top priority and that allocations reflected advisory board recommendations. The chair and staff agreed to present the proposed allocations to the respective redevelopment boards for further input and to return any recommended reallocations via supplemental budget resolution.
After discussion, the board approved the carryforward resolution on a recorded 6–0 vote with direction for staff to brief neighborhood redevelopment boards on specific allocations and bring back any recommended changes before project implementation.
