Rhonda Thompson, a Vita Nova representative, described the program's model: residents typically move to independent housing as they reach self-sufficiency; transportation options discussed included the new trolley, volunteer drivers and taxi/ride-hail vouchers.
Architect Kyle Denham and volunteer Morris Glaze said the site maximizes units given engineering constraints. Concerns about limited on-site parking were discussed at length; staff noted credits and different parking-use assumptions apply when counting parking for supportive-housing uses rather than market-rate units. After testimony from proponents and no opposition, Council placed the case on first reading; the motion carried (6 in favor, 1 abstention, 2 absent).
