MassDEP scientists say verifying PFAS destruction requires new measurement strategies

A scientific presentation at the Wayside Cleanup Advisory Committee meeting emphasized that proving PFAS are destroyed — as opposed to merely reduced in a single waste stream — requires broader analytical approaches and careful mass accounting.
Dr. Nicole Moody of MassDEP’s Office of Research and Standards said target analyte monitoring alone can miss PFAS that escape in other streams or transform into products that standard methods do not capture. "Verifying PFAS destruction will require multiple analytical approaches and careful accounting of fluorine mass to confirm that PFAS are indeed destroyed and not just transforming or escaping into a different effluent stream," she told the committee.
Moody used a retail-analogy to show how an absence of target analytes from an effluent can overestimate removal, and she outlined three complementary approaches: measure PFAS captured in concentrates or sorbents (percent capture), track inorganic fluoride production as a proxy for defluorination (percent defluorination), and apply bulk organofluorine (e.g., extractable or total organofluorine) to account for compounds lacking analytical standards.
She cited comparative data from a wastewater study: the six PFAS commonly regulated in Massachusetts measured about 54 parts per trillion in one POTW effluent, the broader target list measured about 321 ppt, and bulk organofluorine analysis reported substantially higher organofluorine concentrations — illustrating how target-limited monitoring can undercount PFAS mass.
Moody and colleagues urged collaboration among regulators, labs, technology vendors and waste managers to develop validated sampling approaches and mass-balance protocols before accepting claims of destruction as a routine compliance endpoint.
