Staff explained operational details: the vehicle in question is a surplus unit previously used by county departments and the sheriff’s office. County-paid maintenance (oil changes) was described as continuing to be covered by the county; fuel is expected to be provided by the user when they use the vehicle. Staff said the League of Minnesota Cities will cover insurance under the city’s policy, and the city’s police department will take calls and keep a usage log. "We will have them fill out paperwork and we'll keep it in a binder for everybody to look at," staff said, offering to provide monthly usage reports to the board.
Board members discussed limits and review: the published policy includes a 12-hour time limit and allowed travel to Houston County or adjacent areas. Section four of the agreement provides a 30-day cancellation clause for either party. Several commissioners said they want a follow-up review (roughly six months) to see actual usage and adjust policy if necessary.
The motion to approve the agreement was made and seconded and carried by voice vote. Staff cautioned that it may take months for the courtesy-car listing to appear on FAA and state aeronautics materials and for broader publication, and that the county and city will coordinate on outreach.
Next steps: staff will implement the usage log and provide initial usage reports to the board; the county will re-evaluate vehicle needs when the unit reaches end of life.
