Staff outlines long-range housing analysis, NROD outreach and other community initiatives
Summary
Staff told the commission the city is conducting a housing-capacity analysis with Echo Northwest through 2027–28, will produce an NROD brochure, is auditing planning/building fees, expanding tribal engagement and will participate in National Night Out on Aug. 4.
At the June 8 meeting staff summarized multiple long-range and outreach activities the Community Development Department is leading.
Staff said the city is working with Echo Northwest on a contextualized housing needs and capacity analysis that will run through mid‑2027 with public engagement including focus groups, a project web page and work sessions for the planning and city commissions. The department also described a planned Natural Resources Overlay District (NROD) brochure to help property owners understand overlay rules and voluntary ways to steward resources.
Staff noted an internal fee-schedule audit for planning and building review fees, an ongoing effort to expand tribal notice and consultation under Oregon administrative rules, and a possible retooling of the statewide vertical housing development zone into additional mixed‑use areas. Staff also announced the city’s planned presence at National Night Out on Aug. 4 at the Oregon Trail Interpretive Center and noted two recent affordable‑housing groundbreakings.
These communications were presented as updates; staff invited commissioners to engage in forthcoming work sessions and expect to bring the housing-capacity analysis initial results to the commission in September.
