Planning commission continues Parkplace 2 subdivision to July 27 after applicant reroutes sewer to avoid NROD

The Oregon City Planning Commission voted unanimously on June 8 to continue the Parkplace 2 subdivision hearing until July 27 after the applicant revised infrastructure plans to reduce impacts to the Natural Resources Overlay District (NROD).
Staff asked to continue the hearing to allow consultant and engineering review after the applicant revised sewer routing and stormwater treatment. In discussion staff said the record would remain open for both oral and written testimony until the continued hearing date.
Harlon Borrow, representing Icon Construction, told the commission the applicant will not route sewer across the previously proposed bridge. "We're not going to go over the bridge anymore," Borrow said, explaining the project will instead connect to the city's sewer system by running along Livay to Redland and Anchor Way following the city's master-plan route. Borrow said the revised plan reduces the stormwater facility’s intrusion into the NROD (no longer extending more than halfway into the overlay), adds two additional water-quality facilities outside the NROD and accepts the existing NROD boundary rather than seeking an adjustment.
Staff and consultants from David Evans & Associates continue technical review of the revised plans; staff expects to complete its review and present a final staff report with recommendations for the July 27 meeting. Staff also noted that some county permits will be required where work occurs in county roads along the revised sewer route.
The motion to continue (GLUA24/SUV2403/GEO2407/NROD2432 — Parkplace 2 subdivision) passed on a voice motion and 7–0 roll call (Commissioners Lasal, Dole, Espie, Minne, Henderson, Laws and Gimant all voted yes). The mover and seconder were not specified in the transcript.
What’s next: staff will finalize engineering and NROD mitigation review, incorporate NRC recommendations into proposed conditions where appropriate, and return the item to the commission on July 27 with the record remaining open until that date.
