Centre County approves consent agenda with child-welfare proclamation, youth-services contracts and AI video contract

The Centre County Board of Commissioners on June 2 adopted a proclamation recognizing June 1–5 as Child Welfare Professionals Appreciation Week and June 8–12 as Child Welfare Service Provider’s Week, and approved a broad consent agenda covering service contracts, insurance renewals and equipment acquisitions.
Leah Raker, who joined the Board for the proclamation, thanked the Board for its support and described child-welfare work as “incredibly difficult but very meaningful,” noting staff often work long hours and make significant personal sacrifices.
On the consent agenda the Board approved multiple items across departments: a Memorandum of Understanding for a Potter Township subdivision final plan (Planning and Community Development); a $10,000 contract with Synthesia Ltd for AI-based video creation to support county communications and training; a property/casualty insurance renewal with PCoRP for $561,187; and a Driverge Vehicle Innovations contract for wheelchair securement training funded by a PCoRP safety grant for $5,436.
Children and Youth Services renewals were approved, including a $180,000 contract with Diversified Treatment Alternative Centers (state $144,000; county $36,000), a $130,000 renewal with Bethesda Lutheran Services (state $104,000; county $26,000), and a Child Accounting Profile Systems contract with Avanco International for $44,129.10 (state $35,303.28; county $8,825.82) plus a consulting addendum not to exceed $30,000. The Board also approved a HIPAA Business Associate Addendum with Avanco at no cost.
Other approved items included: an Emergency Solutions Program contract with Housing Transitions, Inc. for $79,769.12 (federal funds); MH/ID/EI-D&A addenda (Blair Therapies increase to $109,000; Oasis Lifecare increase to $203,184; Community Services Group increase to $54,000); a $25,000 letter of agreement with Koala-T-Care Transportation for emergency transportation services; and a contract addendum with Dorothy Wolf-Smith for Madisonburg Senior Center cleaning services not to exceed $2,391.
Transportation requested and received approval to acquire four surplus vehicles from Penn State at a combined $48,950 (including a 10% surcharge) for county use. Quentin Burchfield requested an Angels on Call addendum for OPTIONS Program personal care services at $22/hour and $4,576 total, which was added to next week’s consent agenda for formal placement.
The Board voted unanimously to approve the consent agenda and related actions. The meeting then moved into an executive session on personnel matters and adjourned at 11:27 AM.
