Conneaut council unanimously approves emergency parade traffic restrictions, paving contract and $2,000 festival donation

Conneaut City Council unanimously approved multiple measures at its May 26 meeting, including emergency traffic restrictions for the upcoming July 4 parade, permanent journalization of temporary parade traffic restrictions for Memorial Day and Veterans Day, and a $409,214.03 contract for the city's 2026 pavement repair program.

Council President Mr. Moisio called the meeting to order. Council moved quickly through routine business; Mr. Castrilla moved and Mr. Emery seconded approval of the May 11 journal, which passed on a unanimous roll call.

On Ordinance No. 59-26, which temporarily restricts traffic to host the Conneaut Red, White and Boom July 4 parade, the council suspended the three-reading rule, declared an emergency and voted to adopt the ordinance. The suspension of rules and emergency declaration were moved by Mr. Castrilla and seconded by Mr. Emery; all members voted yea.

Council then considered Ordinance No. 60-26 to permanently journalize the temporary traffic restrictions for Memorial Day and Veterans Day observances. Mr. Perkoski moved to suspend readings and, with a second from Ms. Branch, the council declared an emergency and adopted the ordinance by unanimous roll call.

For the city's pavement work, Ordinance No. 61-26 authorized the City Manager to award a bid to Geauga Highway Co. for the 2026 pavement repair program at a total bid price of $409,214.03. The scope described in council's materials includes mill-and-fill work on Wrights Avenue, Pearl Street and Jackson Street and partial-depth repairs on several locations; alternates include Commerce Street and Southridge Road East. Mr. Emery moved to suspend readings and to declare an emergency; Mr. Castrilla seconded both motions and the ordinance passed unanimously. Council materials list a July 31 completion target for the recommended work.

Council also approved a $2,000 donation to Red, White and Boomfest to support fireworks and related festivities; the motion was moved by Mr. Perkoski and seconded by Mr. Emery and passed on a unanimous voice vote.

The meeting ended with miscellaneous acknowledgements of volunteer efforts around Memorial Day, an approved excused absence, and entry into an executive session under Ohio Revised Code Section 121.22(G)(1) to discuss personnel matters. The regular meeting adjourned at 9:19 p.m.
