ABE raises environmental and compatibility questions about agritourism CUP A26-0021

The Advisory Board of the Environment reviewed conditional use permit A26‑0021 on April 14, 2026, and identified multiple environmental questions that the board said need resolution before the project proceeds.
The proposal would establish an agritourism business with a commercial campground that includes four year‑round cabins and six seasonal bell tents, plus a geodesic dome. ABE said it could not determine from the referral materials whether the cabins, tents or dome are within a flood plain, wetland or riparian area and asked the county to clarify floodplain and wetland boundaries.
Board members also raised ecological compatibility concerns. The minutes record questions about whether Icelandic sheep are compatible with local bighorn sheep and whether Muscovy ducks are appropriate for Colorado environments. ABE additionally flagged Siberian pea shrub and autumn olive as potentially invasive species that may need removal or mitigation.
ABE noted that if a Phase 2 of development proceeds, the board will require additional review of utility infrastructure and environmental impacts. The minutes record these points as ABE recommendations rather than final approvals or denials.
