County staff outlines online permits, broadband timeline and contract items; CJCC renewed for one year

County staff presented a package of administrative updates to the board, covering an online forms automation project, broadband grant timelines, a renewal of the CJCC agreement and changes to the county tax-deed process required by recent state statute revisions.
Staff said a forms-automation project will allow online permits and payments for items such as highway permits, driveway permits and forestry permits, and that departments will likely pass credit-card processing fees to customers rather than absorb them. "We're going to try to automate that ... they can do it all online 100%" a staff member said.
On broadband, staff said the county is waiting for FCC and PSC lists of project units; once those are published the county expects broadband applications to move forward in November and counties will review endorsements at committee-level before full-board action.
The board was told the CJCC (criminal justice coordinating council) agreement was renewed for one year with minor changes: the term shortened to a year-to-year arrangement, continued representation and a request that JusticePoint and other partners provide quarterly reports. Staff also noted numerous incoming grants for public-safety and diversion programs and that a grant summary will be prepared for board review.
Staff advised the board of changes in state statute that shorten tax-deed timelines (from 240 to 180 days for putting property up for sale in some cases) and require additional notice-language; staff said they will rewrite the county tax-deed process to comply.
No final policy votes were taken on the automation project or broadband endorsements at the meeting; staff said proposals and contract amendments (including an airport management contract renewal) will be brought to the board for future action.
