Resident urges clearer notice and answers on Central Avenue transit-oriented overlay

Bill Hillman, a St. Petersburg property owner with holdings on Central Avenue, told the city council during open forum that he only learned “about this vote that’s happening next month in a casual conversation” and remains unsure what the proposed transit-oriented development overlay would allow on his parcels.

Hillman said he visited the city’s zoning office and was referred to Adrianna Fuentes but had not received a substantive response. “I still don’t know what I’m entitled to in terms of development now,” he said, adding he has owned at least one property on Central since 2003 and that new mixed‑use development in the district has been limited in recent decades.

Chair (presiding) and staff responded that city administrators would collect Hillman’s contact information and follow up directly to provide details about notices and any project implications. A staff member stated they would ensure Hillman is contacted and provided property‑specific information.

The council made no formal decision on the overlay at the meeting. The exchange highlighted a common concern among property owners that notification and staff responsiveness be clear when zoning overlays that change allowable uses or densities are proposed. Hillman urged better communication from the city so owners understand property rights and development entitlements prior to votes.

Next steps: staff said they would follow up with Hillman and provide direct guidance; the overlay item remains on the council’s docket for future consideration.
