City Administrator Shawn Wenko said the plan began in October 2024 and thanked the steering committee for their contributions, including Commissioner Victoria Siemieniewski, Economic Development Director Anna Nelson and a student representative. Marty Doll of AE2S provided the commission with an overview, saying, “The plan focuses on shared priorities and realistic goals,” and described public engagement findings and a developed city mission, vision and core values.
Commissioners voted 5–0 to adopt the plan. The minutes record the plan as a guiding document; the meeting did not record specific new funding appropriations tied to the plan during this session.
