Williston airport keeps GDI for terminal cleaning, awards gravel parking expansion bid

The Board of City Commissioners on July 8 approved two actions intended to address higher passenger volumes at Williston Basin International Airport (XWA).
Anthony Dudas, XWA airport director, summarized results of a request for proposals to maintain terminal cleaning services year-round. Two firms submitted bids: incumbent GDI Integrated Facility Services, which the scoring committee rated 95/100, and Nakota Clean, rated 59.5/100. Dudas said GDI met all documentation and reference requirements, attended the pre-bid tour, and proposed 766 monthly man-hours; Nakota proposed 554 monthly man-hours and did not include all requested documentation. Dudas reported GDI’s cost proposal as $29,619.26 per month (reported in the packet as $355,431 annually) and Nakota’s as $12,771 per month ($153,252 annually). The commission voted to approve GDI and authorized city staff to negotiate an initial 1–3 year agreement contingent on City Administrator review.
Dudas also briefed the commission on bids to add 150 gravel parking spaces to XWA’s commercial parking lot. The airport opened four bids and identified 3 Forks Services as the low bidder at $424,128. The project is budgeted at $750,000; Dudas asked authorization to expand the project footprint where feasible while keeping costs under the approved budget. The commission approved awarding the contract to 3 Forks Services and authorized staff to proceed with project administration; the project is intended to be completed by the end of October to prepare for the fall travel season.
Dudas said the airport has experienced capacity constraints during peak travel periods and expects demand to grow with resumed seasonal service from carriers including United, Delta and Sun Country.
