Hallandale Beach CRA approves $571,961 change order for Northeast 1st Avenue streetscape

The Hallandale Beach Community Redevelopment Agency board of directors on Wednesday approved a $571,961.08 change order to the guaranteed maximum price for the Northeast 1st Avenue streetscape project, authorizing the executive director to take necessary steps to implement the work.

The board voted 5-0 to adopt the resolution that amends the construction-manager-at-risk contract with Burkhart Construction Incorporated. The change order funds power pedestals, an integrated audio system and upgraded lighting poles designed to support events and provide street ambiance, staff said.

"What we wanted to make sure of was that if there were any type of events, holiday lights, anything at all that happens, that we have power to all the landscape, power to all the poles," Executive Director Dr. Earl said, describing the additions as event- and amenity-focused enhancements rather than core roadway work.

The motion to approve was moved and seconded; the clerk conducted a roll-call vote and the resolution carried unanimously. Chair Cooper authorized the executive director to implement the change order and complete necessary contract actions.

The board discussed the purpose of the changes during the meeting: staff said the work will permit holiday lighting, amplified sound for programmed events, and pole-mounted lighting changes to support more programming on Northeast 1st Avenue. No amendments to the total project scope beyond the described amenities were recorded in the meeting minutes.

Next steps include finalizing contract documentation and scheduling the additional work as part of the streetscape implementation. The board did not set a separate effective date for the change order during the meeting; implementation details will be handled through staff contract administration.
