Drainage board pauses Clara Knotts Phase 2, shifts ARPA funds and notes Anchorage start date

Hamilton County Drainage Board members received multiple construction updates on May 26, including project holds, cancellations and funding shifts that will affect the county’s reconstruction schedule.
Gary Duncan, Hamilton County Surveyor, told the board that the Clara Knotts Park Broadway Arm Phase 2 project remains on hold pending resolution of an easement issue at Meridian Corporate Plaza, relocation of a Duke Energy power pole and coordination with Carmel Utilities on watermain relocation. He said Carmel Utilities has authorized the contractor to move watermains on a time-and-materials basis to help keep the schedule.
The Surveyor also said the Hortonville Drain project will be canceled and ARPA funds will be reallocated to the J.S. McCarty Phase 2 Reconstruction project; the West Arcadia (Miller Arm of the Wilson Nagle Drain) project is also being canceled with funds shifted to J.S. McCarty. William Lehr (J.S. McCarty Phase 3) and A.F. Ingerman projects are substantially complete with final closeout actions planned. The Emily Vestal Drain Reconstruction remains on hold pending completion of Anchorage.
Duncan said the Anchorage Drain contractor is scheduled to start June 1 and that the 2026 spray-vegetation contract has begun. He also reported a stop-work order earlier at 12050 Exit Five Parkway (INCOG Real Estate Holdings) because required approvals had not been obtained; he said the project appears acceptable and is moving forward.
Board attorney David Boyer asked to remove the Depositing Fines Ordinance within the GDIF Fund item from pending items because the ordinance was adopted earlier this month; he also asked to pause action on a longstanding utility non-enforcement performance bond matter while staff follow up.
The board did not take additional votes on the construction updates beyond previously recorded motions; staff will return with final walkthroughs and paperwork as projects close out.
