Hamilton County Drainage Board approves batch of non-enforcement requests, easement recommendation and change orders

On May 11 the Board unanimously approved numerous non-enforcement requests (fences, landscaping, utilities), accepted the Surveyor’s recommendation regarding Clara Knotts easements, approved change orders for Clara Knotts Phase 2 and A.F. Ingerman Reconstruction, and noted a surety release to be processed at the County Commissioners’ meeting.
The Hamilton County Drainage Board on May 11 approved a package of routine administrative and construction items, including multiple non-enforcement requests across regulated drains, an easement recommendation for the Clara Knotts Drain, and change orders for ongoing reconstruction projects.
Surveyor’s staff (Emily Balke, Brad Newman and Sam Clark) presented a slate of non-enforcement requests the Surveyor’s Office recommended for approval. The requests covered a range of property and utility work — fences, landscaping, a pool, parking-lot work, natural gas and fiber-optic installations — filed by private landowners and companies including Centerpoint Energy and Mercury Broadband, and municipal applicants such as the City of Fishers. Vice President Christine Altman moved to approve the non-enforcements and the motion carried unanimously.
The Board accepted the Surveyor’s recommendation on an easement matter involving the Clara Knotts Drain and the Meridian Corporate Plaza Association, Inc., authorizing the Surveyor’s Office to pursue the recommended next steps, which may include condemnation actions as described in the Surveyor’s letter.
The Board also approved Change Order No. 2 for the Clara Knotts Drain – Park Broadway Phase 2 reconstruction and Change Order No. 3 for the A.F. Ingerman Reconstruction contract. Hamilton County Surveyor’s Office staff presented Change Order No. 3 for A.F. Ingerman showing additions totaling $12,895.02 and reductions of $12,840.30 for a net increase of $54.72. The revised contract totals and the balance of construction cost to date were presented for the record.
Surveyor Gary Duncan reported the Board will release Performance Bond No. 3739838 in the amount of $33,421.92 for the Stony Bluffs Flood Plain Compensatory Storage Area at the afternoon County Commissioners’ meeting.
All motions to approve these administrative and contract items were made by Vice President Christine Altman, seconded by Member Steven C. Dillinger, and carried unanimously. The approvals are administrative in nature; any required permits, surety postings, or utility coordination remain conditions for implementation.
