Borough staff explained that, under the grant agreement, the borough may receive an upfront draw to use on the phase‑one park master plan, and staff recommended using a Pligot account structure that allows subaccounts and short‑term terms to earn interest while keeping funds available for the project.
The council also authorized the president (or vice president) and the borough secretary to execute a fourth amendment to a sewer‑service agreement related to the Village at Funk's Farm after one party (HHF Real Estate Development) requested to be removed as it winds down operations. Staff said the amendment does not change sewer capacity commitments for the residential portions of the project.

Next steps: Staff will advertise the council vacancy and accept resumes; the borough manager was authorized to open the dedicated account and begin the DCNR grant draw process; and borough officers were authorized to execute the sewer‑agreement amendment when all parties have executed it.
