Millersville Borough Council on Tuesday voted to adopt the International Property Maintenance Code 2024 with borough-specific revisions, including provisions addressing native landscapes.
Council members moved to revise and restate Chapter 150 (Code Enforcement Article 1 Property Maintenance) and approved the ordinance after a second and an affirmative voice vote. The manager said the ordinance takes effect upon passage, but the borough’s online codification system will not reflect the full text for several months because that vendor updates quarterly.
The ordinance incorporates the International Property Maintenance Code as the borough’s Property Maintenance Code while preserving a set of local edits and a newly adopted native-plant form that staff will print and post at the front desk. Borough staff and the manager advised residents with questions to contact the office while the online codified text is updated.
In a procedural vote earlier in the meeting, the council also approved the April financial report and authorized staff to satisfy ordinary monthly obligations.
The council did not discuss additional substantive amendments to the IPMC at the meeting. Staff said forms and guidance will be available in days to a week and that the vendor-driven codification timeline means the official online ordinance might not reflect every revision until the vendor’s next quarterly update.
What happens next: Borough staff will publish the native-plant form and related guidance and will accept questions from residents; the council did not schedule further immediate action on the ordinance beyond implementation and public communication.
