The Weaverville council on June 8 adopted a resolution updating the town's personnel and related policies, after staff summarized proposed amendments and council discussed implementation and communication to staff.
Staff highlighted several changes: an increase in minimum annual leave to three weeks, clarifications on negative leave balances and payout on separation, expansion of paid paternity leave (from two to four weeks in staff presentation), addition of automatic 401(k) contributions if funded, and added definitions and procedures regarding harassment and retaliation. The council placed those changes into a single resolution presented in the meeting packet and adopted it by voice vote.
Council asked how the changes would be communicated; staff said changes will be distributed to departments and employees will be required to sign acknowledgment of policy changes. The council also directed staff to return June 22 with a detailed pay plan for adoption that separates police and fire pay plans and addresses market adjustments and entry-level recruitment challenges.
The resolution approved at the workshop amends personnel, harassment, workplace-violence prevention and grievance policies as described in the packet for council consideration.
