Hollidaysburg to receive $1.5 million PennDOT TAP grant for Penn Street streetscape

Borough staff told council that Hollidaysburg’s Transportation Alternatives Program (TAP) application to PennDOT was approved and the borough will receive $1.5 million for streetscape improvements and traffic calming along the east side of Penn Street (Allegheny Street corridor).
Staff said the award represents roughly half of the project funding they sought and that they will pursue additional funding to combine storm‑sewer infrastructure work with the streetscape project so both can be completed together. The manager described the award as a major step for the larger effort to calm traffic, improve sidewalks, and enhance safety and accessibility along Penn Street.
Council members thanked State Senator Judy Ward’s office for support in securing the TAP funds and discussed using the timing of the PennDOT project to coordinate pedestrian crossing improvements and other safety measures. Staff said additional design, easement acquisition, and bidding work remain before construction, and they will return with schedules and cost allocation options as the design advances.
The TAP award is for streetscape and traffic-calming improvements; separate stormwater work remains subject to engineering, permitting and additional funding decisions.
