Council authorizes participation agreement with Clemus Authority for shared records systems

South Lyon approved a resolution authorizing participation in the Clemus Authority interlocal agreement to continue using Oakland County’s Clemus records and management system for police and fire reporting, evidence/property management and certain payroll functions for fire responses.
The South Lyon City Council on June 8 passed a resolution authorizing the city to enter into a Clemus Authority participation agreement and related interlocal documents that formalize use of Oakland County’s Clemus courts and law-enforcement management system.
Police Chief Unrew described operational benefits, saying Clemus connects records across Oakland County agencies: "When I run it through Clemus, I can see if they've had other contacts as suspects through other Oakland County complaints that would make them ineligible to go doortodoor in our city or an investigation if the detective is looking at somebody and again they don't have a criminal history but yet they're doing similar acts in other Oakland County agencies they can connect the dots." Fire Chief Conrad said Clemus is widely used by fire departments in Oakland County for fire reporting and payroll-calculation modules and described it as simple to use and cost-effective for fire reporting.
Council Member Curtzwell moved to approve the resolution that authorizes signature on the participation agreements; Council Member Popa seconded. Council members asked for clarification about which modules are available to fire staff and about audit/privacy protections; chiefs explained module access and that auditing and traceability are part of Clemus and that access requires lawful, traceable purpose. City Clerk Payton led the roll-call vote; the motion carried.
Why it matters: the agreement preserves the city’s access to interagency records and reporting functionality used for investigations, permit screening, fire reporting and payroll hours; chiefs noted privacy, auditing and module-access limits.
What’s next: authorized signatures will be executed and city departments will continue using Clemus under the formalized agreement; staff indicated annual and audit processes will continue as before.
