Council ratifies 2024 road maintenance completion; police report previews DUI checkpoint and public-safety grants

The Avenal City Council on May 28 approved a resolution authorizing the filing of the notice of completion for the 2024 road maintenance micro-seal project, staff said. The project—performed by VSSS International—included field adjustments and a minor change order for striping; staff requested appropriation to close out the contract. The resolution passed on a 3–0 roll call with two members absent.
Chief of Police Cecilio Velasco delivered the police activity report, citing leadership stability, training, regional collaboration and recruitment progress. He announced a DUI checkpoint funded by a CHP grant planned for the coming weekend and summarized monthly activity data: the department reported about 823 calls for service and 482 officer-initiated activities for the reporting month; the transcript contains inconsistent counts for citations and arrests at different points in the report and those numbers should be confirmed in the published police report.
Separately, John Basmeagian of Chriscom updated the council on economic development and grants work: he confirmed Chriscom helped secure roughly $4 million in federal funding for the city’s water-storage tank project and outlined upcoming grant programs the city may pursue, including urban greening, Transformative Climate Communities, active transportation and a rural violent-crime reduction grant program.
Next steps: staff said they will return with final project close-out numbers for the micro-seal work and will continue pursuing listed grants; the police department will conduct the announced DUI checkpoint and continue recruitment and training activities.
