Selma tightens temporary sign rules; council schedules budget sessions and hears objections to town manager severance

Planning staff explained the amendment narrows prior temporary-sign allowances by permitting feather flags only for new business openings (during an initial 30-day window) and limiting the permitted duration to 21 days. Council members framed the change as part of broader code-enforcement and town-appearance efforts.
Council also discussed the FY26–27 budget. A department chief (speaker 13) said a State Revolving Fund loan repayment will affect revenues and recommended higher budget estimates; council scheduled a budget work session for Tuesday, June 16 at 1 p.m. and anticipated adopting the budget at a meeting on Tuesday, June 23 at 6 p.m., subject to any intervening changes.
During council reports, Councilman Willie (speaker 4) read a prepared statement explaining his dissent in a recent special meeting over a proposed town manager contract. His objections focused on severance language tied to an election cycle and on unclear language about additional months of severance after an initial two-year term. Councilman Willie said the dissent was about contract terms, not about the candidate, noting the contract allowed resignation-with-severance rights tied to the timing of council seating.
Earlier in the meeting the mayor urged residents to apply for advisory boards (including ETJ representation), promoted the All American Festival on 06/29/2026 (6–9 p.m.) with downtown fireworks, and reminded residents that effective July 1 appeals of many code-enforcement decisions will be directed to the Board of Adjustment (which carries a fee). The mayor emphasized that obvious code violations usually carry fines and that the Board of Adjustment is the avenue for appeals.
